Synopsis:

 

Given the sensitive nature of the development (residential)  the potential for the site to be impacted by elevated levels of contamination could not be discounted and a contaminated land planning condition was attached to the decision notice.

The direst part of the contaminated land planning condition require the submission and approval of a Phase I Desktop study. A Phase I desk study report assess the potential for a site to be impacted by contamination, this is undertaken by researching the history of the site and the surrounds as well as a review of information held by regulatory bodies and a site visit.

The history of the site and surrounds were researched using a combination of Ordnance Survey (O.S.) maps, street level imagery and aerial plates. The O.S. maps indicate the site was undeveloped until circa 1985 when a single building was noted on the site.

A gravel pit was noted 145m south east of the site, subsequent maps did not indicted the pit had been in-filled.

Data provided by regulators did not provide any further salient information.

On completion of the desk based research a site reconnaissance visit was undertaken, this revealed the site was occupied by two buildings, one used to house poultry and the second to store plant.

On completion of the walkover survey a qualitative risk assessment was undertaken on the potential sources of contamination identified in the desk study report in order to determine if any warranted further investigation, this concluded that the potential for made ground to be present on the site warranted further assessment, however given the nature of the potential source it was concluded that remediation in lieu of further investigation was appropriate.

The desk study report was submitted with 21/03015/COND and the recommendations for further works approved.
