Synopsis:

As the proposed development was a sensitive end use a contaminated land panning condition was attached to the decision notice in order  to determine the potential for contamination on the site.

In order to commence with the discharge of the conditions a Phase I Desk Study report was required. A Phase I desk study report assess the potential for a site to be impacted by contamination, this is undertaken by researching the history of the site and the surrounds as well as a review of information held by regulatory bodies and a site visit.

The first stage of the preparation of the desk study report was to assess the information held on the site by regulatory bodies (Environment Agency, Ordnance Survey, British Geological Survey, Local Authority etc.).

The history of the site and surrounds were researched using a combination of Ordnance Survey (O.S.) maps, street level imagery and aerial plates, the review   revealed the site was developed circa 2017, information held by the Environment Agency and the Local Authority did not identify any potential source of contamination. A clay pit was also noted on the O.S. maps 170m south west of the site.

A review of the planning history of the site did not reveal any salient information.

The published geology identified peat under the site, which has the potential to generate ground gases.

On completion fo the desk based assessment a site walkover survey was undertaken, which revealed the site was open land which as used to store some agricultural machinery.

The qualitative risk assessment discounted the clay pit as a credible source of ground gases  as well as the agricultural machinery on the site, leaving only the underlying peat as a credible source.

As the potential source of ground gases was naturally occurring  suitable gas protection measures were proposed as an alternative to ground gas monitoring.

The desk study report was submitted under 18/01011/DIS (identified as ‘Condition 5 – phase 1 desk study’, ‘Condition 5 – enviro insight’ and ‘Condition 5 – geo insight’).

The recommendations of the report were accepted (‘Environmental health – contamination’) which required details of the gas protection measures.

 

 

 

In order to provide the required information with regards to the gas protection measures Demeter Environmental were commissioned to prepare a Phase IIIa Implementation Plan (‘Condition 5 – phase iiia implementation plan’). As of August 2022 no further information was available.
