Synopsis:

Given the sensitive nature of the proposed development the local authority attached a contaminated land planning condition to the decision notice for the development.

The first requirement of the condition was to have a Phase I desk study report submitted and approved by the local authority before any further works were undertaken. A desk study report assesses the potential for a site to be impacted by elevated levels fo contamination in site soils. The assessment is based on a review of the history fo the site (using various sources such as Ordnance Survey maps, aerial pates, street level imagery etc.), data provided by regulatory bodies (Coal, Authority, Environment Agency, BGS, local authority etc.) as well as a site reconnaissance visit.

The O.S. maps revealed the site was developed prior to the first edition map and the site formed part of Trapp House, the 1910 map identified on orchard on the site,  no discernible changes were noted on the site.  Two ponds were noted within 50m of the site and a clay pit was identified 245m south of the site.

A review of the planning history revealed a number of previous applications, the documents associated with the applications were reviewed an no salient information was obtained.

Data obtained from regulatory bodies identified a brick field to the south of the site as well as two ponds. Two nurseries were also identified within 50m fo the site and a waste exception licence was registered at the site for the spreading of waste on agricultural land.

On completion of the desk based assessment a site reconnaissance visit was undertaken to obtain further information on the potential sources identified in the desk based research.

The site visit confirmed the site was occupied by a dwelling and associated outbuildings as well as a garden area, made ground was noted on the surface f the northern area of the site.

On completion of the site visit a qualitative risk assessment was undertaken in order to assess the risks of the potential sources of contamination identified in the desk study report, this concluded that the potential source of ground gases off site (in-filled ponds and the clay pit) did not pose a credible risk to the site and the made ground on the site was the only potential source that warranted further investigation.

The report proposed either site investigation to obtain information to further refine the risk assessment and the option of remediation as an alternative to investigation (working on the assumption that the made ground is impacted by elevated levels of contamination) was proposed.

The report was submitted to partly discharge the contaminated land planning condition and to obtain approval in line with the planning condition (21/01430/DIS), the proposals in the report were accepted and the condition partly discharged.
