Synopsis:

 

Due to the site being within a ‘Development High Risk Area’ the Coal Authority raised an object to the application until the applicant had submitted a Coal Mining Risk Assessment (CMRA).

The aim of a CMRA is to identify any coal mining legacy risks and set out a proposed mitigation strategy to demonstrate to the LPA that the site can be made safe and stable for the proposed development. In some cases it may be possible to ensure that the development layout avoids recorded high risk features.

A review of the published geology for the site indicated thet alluvium was present which was underlain by Pennine Lower Coal Measures.

The closest borehole in the public domain recorded the bedrock at 11.5mbgl.

Data was obtained from the Coal Authority (Consultants Coal Minign report) by the client and this confirmed the Coal Authority believed there is the possibility for unrecorded coal seams to be present within 30m of the surface.

Given the potential risks associated with probable worked seams at shallow depth the CMRA concluded that intrusive works were required and as the site could be safely developed, the works could be undertaken once planning had been granted.
