Synopsis:

In order to support the application for the prior approval of the conversion of an agricultural building a Phase I Desk Study report was required to support he application in order to demonstrate that the site could not be classified as ‘Contaminated Land’ under Part 2A of the Environmental Protection Act 1990.

The desk study reviews the history of the site and its surrounds as well as information held by regulatory bodies (Environment Agency, British Geological Survey, local authority etc.) in order to determine if the site has the potential to be impacted by elevated concentrations of contamination.

The review of the historical Ordnance Survey maps revealed the site was developed prior to the 1949 map and was occupied by Malt Kiln Farm.

A number of ponds were identified within 250m of the site, all of which had been in-filled.

Data provided by regulatory bodies did not any further information on potential sources of contamination.\

On completion of the desk based survey a site walkover survey was undertaken, this revealed the site to be part of a field with a two storey barn on the western area.  AT the time if the survey the barn was used for general storage and no potential sources of contamination were identified.

The Phase I report was submitted to support he application, which can be accessed via the council planning portal,  On completion of the walkover survey a qualitative risk assessment was undertaken on the potential sources of contamination identified in the desk study report, which concluded that the risks with the potential sources were either low or less. It was concluded that no further works were warranted.
