Case Study Reference: 11-09-03

Planning Authority: Metropolitan Borough of Doncaster

Planning Reference: 11/01153/FUL

Synopsis:

Given the sensitive nature of the development (residential) and that the iste was located adjacent a closed landfill site a contaminated land planning condition was attached to the decision notice for the proposed development.

The first stage of discharging the condition was to prepare a Phase I desk study report in order to determine if the site has the potential to be impacted by elevated levels of contamination, and to determine the source as well as the likelihood of the risk occurring.

A desk study determines what issues relating to historical contamination may affect the site, this is undertaken by reviewing the site history using a combination of O.S. maps, aerial, plates and street level imagery, a review of data held by regulatory bodies (Environment Agency, local authority, BGS etc.) as well as a site walkover survey.

The history of the site and surrounds were researched using a combination of Ordnance Survey (O.S.) maps, street level imagery and aerial plates, this revealed that the site was undeveloped until circa 1960 when ‘The Bungalow’ was present on the site, by 2011 a further four buildings were noted.

Street level images identified the site and appeared to be a dwelling

A garage was noted on the north western boundary as well as a railway ot the south of the site.

The planning history of the site was reviewed, this revealed that four previous applications were submitted the associated documents were reviewed and no salient information was obtained.

Data provided by regulatory bodies confirmed the presence of  a landfill on the southern boundary of the site.

On completion of the desk based research a site reconnaissance visit was undertaken, at the time of the survey the previous building had been demolished and groundworks had commenced for the replacement dwelling. The area of the landfill was inspected and the area was at a lower level than the site, as part fo the survey five trial pits were excavated in the landfill, made ground was recorded in one location and no evidence of putrescible mater was observed.

Once the walkover survey was completed a qualitative risk assessment was undertaken on the potential sources of contamination identified in the desk study report in order to determine if any warranted further investigation, this concluded that based on the observed geology within the landfill it did not pose a risk, the railway line and garage were also regarded as too distant from the site to be a credible source. No further works were proposed.

The report was submitted to discharge the condition and after some revisions the conclusions were accepted and the condition discharged.
