Erection of a Commercial / Residential Building, Preston

Synopsis:

In order to support the application for a commercial / residential redevelopment of the site a desk study report was required to support the planning application. Demeter Environmental were commissioned to prepare the desk study report for the site.

The first stage was to review the history of the site using historical O.S maps, which revealed that the site was developed before the first edition (1849) O.S map, no information on the uses of the site were given on the maps.

The O.S maps did reveal a number of potentially contaminative land uses within 50m of the site, all of which were discounted as part of the qualitative risk assessment.

A review of the environmental data for the area did not identify and credible source of contamination off site.

The walkover survey revealed the entirety of the site was covered by a building so the presence of made ground could not be discounted.

Given the low sensitivity of the proposed use of the ground floor of the development, remediation in lieu of investigation (for made ground was proposed).

The recommendations of the report were accepted (the memo is with the documents associated with the application) and a watching brief was advised to be attached to the decision notice,
